C\u00edlem standardu je zajistit konzistentn\u00ed, transparentn\u00ed a rozvojovou kvalitu slu\u017eeb nap\u0159\u00ed\u010d vzd\u011bl\u00e1vac\u00edm, zam\u011bstnaneck\u00fdm, soukrom\u00fdm a neziskov\u00fdm sektorem. Je navr\u017een tak, aby podpo\u0159il profesionalizaci kari\u00e9rov\u00e9ho poradenstv\u00ed, pos\u00edlil d\u016fv\u011bru klient\u016f a poskytovatel\u016f finan\u010dn\u00edch prost\u0159edk\u016f a poskytl poradc\u016fm a organizac\u00edm n\u00e1stroj pro sebehodnocen\u00ed, neust\u00e1l\u00e9 zlep\u0161ov\u00e1n\u00ed a uzn\u00e1v\u00e1n\u00ed.  <\/p>\n\n<h3 class=\"wp-block-heading\"><strong>C\u00edlov\u00e1 skupina:<\/strong><\/h3>\n\n<ul class=\"wp-block-list\">\n<li>Kari\u00e9rov\u00ed poradci ze v\u0161ech sektor\u016f (\u0161koly, ve\u0159ejn\u00e9 slu\u017eby zam\u011bstnanosti, nevl\u00e1dn\u00ed organizace, soukrom\u00ed poskytovatel\u00e9, personalist\u00e9).<\/li>\n\n\n\n<li>Poskytovatel\u00e9 kari\u00e9rov\u00e9ho poradenstv\u00ed (instituce, organizace, centra)<\/li>\n\n\n\n<li>Tv\u016frci politik, ministerstva a sponzo\u0159i &#8211; nep\u0159\u00edmo (c\u00edlem bylo zv\u00fd\u0161it d\u016fv\u011bryhodnost kari\u00e9rov\u00e9ho poradenstv\u00ed).<\/li>\n\n\n\n<li>nep\u0159\u00edmo: koncov\u00ed u\u017eivatel\u00e9 poradensk\u00fdch slu\u017eeb (studenti, uchaze\u010di o zam\u011bstn\u00e1n\u00ed, zam\u011bstnanci, dosp\u011bl\u00ed v p\u0159echodn\u00e9m obdob\u00ed).<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\"><strong>Doba trv\u00e1n\u00ed:  <\/strong><\/h3>\n\n<p>Proces byl zah\u00e1jen v roce 2016 jako v\u00edcelet\u00e1 iniciativa s \u00fa\u010dast\u00ed. Prvn\u00ed f\u00e1ze (2016-2018) se zam\u011b\u0159ila na vypracov\u00e1n\u00ed n\u00e1vrhu standardu pro kari\u00e9rov\u00e9 poradce, druh\u00e1 f\u00e1ze (2019-2020) na pilotov\u00e1n\u00ed, sb\u011br zp\u011btn\u00e9 vazby a zdokonalen\u00ed standardu. Je koncipov\u00e1n jako dlouhodob\u00fd, vyv\u00edjej\u00edc\u00ed se r\u00e1mec s pravideln\u00fdmi revizemi na z\u00e1klad\u011b praxe a hodnocen\u00ed. COVID 19 br\u00e1nil p\u0159edpokl\u00e1dan\u00e9mu p\u0159ijet\u00ed standardu zdola nahoru, ale nakonec byl obsah standardu do zna\u010dn\u00e9 m\u00edry p\u0159evzat pro n\u00e1rodn\u00ed profesn\u00ed standard a hodnot\u00edc\u00ed standard pro z\u00edsk\u00e1n\u00ed kvalifikace kari\u00e9rov\u00e9ho poradce (2025).   <\/p>\n\n<h3 class=\"wp-block-heading\"><strong>Popis:  <\/strong><\/h3>\n\n<p>Slovensk\u00fd standard kvality byl iniciov\u00e1n Slovensk\u00fdm sdru\u017een\u00edm pro kari\u00e9rov\u00e9 poradenstv\u00ed a rozvoj kari\u00e9ry (ZKPRK) jako reakce na pot\u0159ebu vyj\u00e1d\u0159enou odbornou ve\u0159ejnost\u00ed. Je zam\u00fd\u0161len jako dobrovoln\u00fd, mezisektorov\u00fd r\u00e1mec, nikoli jako regula\u010dn\u00ed bari\u00e9ra, ale jako n\u00e1stroj rozvoje. <\/p>\n\n<p>Norma je rozd\u011blena do t\u0159\u00ed hlavn\u00edch \u010d\u00e1st\u00ed:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Vstupn\u00ed po\u017eadavky (minim\u00e1ln\u00ed kvalifikace, pr\u016fb\u011b\u017en\u00e9 vzd\u011bl\u00e1v\u00e1n\u00ed a praxe).<\/li>\n\n\n\n<li>Krit\u00e9ria kvality slu\u017eeb (18 krit\u00e9ri\u00ed rozd\u011blen\u00fdch do p\u011bti oblast\u00ed: etick\u00e9 slu\u017eby s jasn\u00fdmi c\u00edli; slu\u017eby vyu\u017e\u00edvaj\u00edc\u00ed multidisciplin\u00e1rn\u00ed zdroje; slu\u017eby orientovan\u00e9 na klienta; slu\u017eby prosp\u011b\u0161n\u00e9 klient\u016fm i spole\u010dnosti; neust\u00e1l\u00e9 zlep\u0161ov\u00e1n\u00ed). Ka\u017ed\u00e9 krit\u00e9rium m\u00e1 \u010dty\u0159i \u00farovn\u011b, od minim\u00e1ln\u00edho souladu a\u017e po p\u0159\u00edkladnou praxi. <\/li>\n\n\n\n<li>Pr\u016f\u0159ezov\u00e9 kompetence poradc\u016f (navazov\u00e1n\u00ed efektivn\u00edch poradensk\u00fdch vztah\u016f, identifikace pot\u0159eb klienta, aplikace teoretick\u00fdch znalost\u00ed v praxi, poradensk\u00e9 dovednosti, sebereflexe).<\/li>\n<\/ul>\n\n<p>Hodnocen\u00ed je zalo\u017eeno na sebehodnot\u00edc\u00edm n\u00e1stroji, p\u0159\u00edpadov\u00fdch studi\u00edch a voliteln\u00e9m mentoringu. Proces je v\u00fdvojov\u00fd: poradci a poskytovatel\u00e9 identifikuj\u00ed svou sou\u010dasnou \u00farove\u0148 a oblasti, ve kter\u00fdch se maj\u00ed rozv\u00edjet, sp\u00ed\u0161e ne\u017e certifikaci pro\u0161el\/nepro\u0161el (ka\u017ed\u00e9 krit\u00e9rium m\u00e1 deskriptory pro 4 \u00farovn\u011b dosa\u017een\u00ed). M\u016f\u017ee b\u00fdt zavedena zna\u010dka kvality, kter\u00e1 se ud\u011bluje na t\u0159i roky s mo\u017enost\u00ed prodlou\u017een\u00ed na p\u011bt let po op\u011btovn\u00e9m vyhodnocen\u00ed.  <\/p>\n\n<h3 class=\"wp-block-heading\"><strong>Kroky k realizaci:<\/strong><\/h3>\n\n<ul class=\"wp-block-list\">\n<li>Zah\u00e1jen\u00ed a identifikace pot\u0159eb (2016): Strategick\u00e1 sch\u016fzka ZKPRK, konzultace s v\u00edce ne\u017e 25 odborn\u00edky z praxe, z\u00fa\u010dastn\u011bn\u00e9 strany, uzn\u00e1n\u00ed pot\u0159eby standardu kvality.<\/li>\n\n\n\n<li>Mezin\u00e1rodn\u00ed srovn\u00e1vac\u00ed anal\u00fdza (2017): Matrix Standard UK, BeQu Germany, NOLOC Netherlands, IBOBB Austria). Partnerstv\u00ed s organizacemi v \u010cesk\u00e9 republice, Rakousku, Nizozemsku, Norsku a Velk\u00e9 Brit\u00e1nii prost\u0159ednictv\u00edm projektu Erasmus+. <\/li>\n\n\n\n<li>Participa\u010dn\u00ed proces: Vytvo\u0159en\u00ed pracovn\u00ed skupiny, odborn\u00e9 semin\u00e1\u0159e, online pr\u016fzkumy (v\u00edce ne\u017e 70 poradc\u016f a z\u00fa\u010dastn\u011bn\u00fdch stran), region\u00e1ln\u00ed kluby odborn\u00edk\u016f, workshopy na Letn\u00ed \u0161kole kari\u00e9rov\u00e9ho poradenstv\u00ed.<\/li>\n\n\n\n<li>P\u0159\u00edprava a pilot\u00e1\u017e (2018-2019): Vypracov\u00e1n\u00ed n\u00e1vrhu normy s krit\u00e9rii, ukazateli a \u00farovn\u011bmi. Pilotn\u00ed testov\u00e1n\u00ed s odborn\u00edky z praxe z r\u016fzn\u00fdch odv\u011btv\u00ed, podporovan\u00e9 mentoringem. <\/li>\n\n\n\n<li>Vyhodnocen\u00ed a zdokonalen\u00ed (2020+): Sb\u011br zp\u011btn\u00e9 vazby, \u00faprava a zaveden\u00ed syst\u00e9mu certifikace\/zna\u010dky kvality s nez\u00e1visl\u00fdm hodnocen\u00edm.<\/li>\n\n\n\n<li>Transformace na n\u00e1rodn\u00ed profesn\u00ed standard a hodnot\u00edc\u00ed standard pro z\u00edsk\u00e1n\u00ed kvalifikace kari\u00e9rov\u00e9ho specialisty (2024-2025).<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\"><strong>Nutn\u00e9 podm\u00ednky:<\/strong><\/h3>\n\n<ul class=\"wp-block-list\">\n<li><strong>Veden\u00ed a koordinace: <\/strong>Pro \u0159\u00edzen\u00ed procesu, udr\u017een\u00ed kontinuity a koordinaci participa\u010dn\u00ed pr\u00e1ce nap\u0159\u00ed\u010d sektory byl nezbytn\u00fd z\u00e1kladn\u00ed t\u00fdm odborn\u00edk\u016f v r\u00e1mci Slovensk\u00e9ho sdru\u017een\u00ed pro kari\u00e9rov\u00e9 poradenstv\u00ed a rozvoj kari\u00e9ry (ZKPRK). Tento t\u00fdm poskytoval metodick\u00e9 veden\u00ed, organizoval konzultace a p\u0159ipravoval n\u00e1vrh standardu. V pr\u016fb\u011bhu procesu byly tak\u00e9 na webov\u00fdch str\u00e1nk\u00e1ch sdru\u017een\u00ed zve\u0159ej\u0148ov\u00e1ny \u010dl\u00e1nky o r\u016fzn\u00fdch p\u0159\u00edstupech k zaji\u0161\u0165ov\u00e1n\u00ed kvality v r\u016fzn\u00fdch zem\u00edch, co\u017e zv\u00fd\u0161ilo znalosti komunity o t\u00e9to problematice.  <\/li>\n\n\n\n<li><strong>Zdroje: <\/strong>Hlavn\u00ed v\u00fdzkumn\u00e1 pr\u00e1ce byla hrazena z grantu Erasmus+. Z\u00e1kladn\u00ed t\u00fdm 5-10 odborn\u00edk\u016f ze ZKPRK a p\u0159idru\u017een\u00fdch instituc\u00ed s odborn\u00fdmi znalostmi v oblasti kari\u00e9rov\u00e9ho poradenstv\u00ed, zaji\u0161\u0165ov\u00e1n\u00ed kvality a hodnocen\u00ed. \u010casov\u00e1 investice: N\u011bkolikalet\u00fd proces s cca 200-300 hodinami pr\u00e1ce zam\u011bstnanc\u016f ro\u010dn\u011b ve f\u00e1zi v\u00fdvoje; poradci pot\u0159ebuj\u00ed cca 10-20 hodin na sebehodnocen\u00ed, dokumentaci a p\u0159\u00edpravu p\u0159\u00edpadov\u00fdch studi\u00ed. Spolupr\u00e1ce s odborn\u00edky se znalost\u00ed mezin\u00e1rodn\u00edch r\u00e1mc\u016f kvality (ISO, EFQM), facilitace participativn\u00edch proces\u016f, mentoring, hodnocen\u00ed a odborn\u00e9 znalosti specifick\u00e9 pro dan\u00e9 odv\u011btv\u00ed.     <\/li>\n\n\n\n<li><strong>Person\u00e1l a odborn\u00e9 znalosti:<\/strong> Z\u00e1kladn\u00ed t\u00fdm 5-10 odborn\u00edk\u016f ze ZKPRK a p\u0159idru\u017een\u00fdch instituc\u00ed s odborn\u00fdmi znalostmi v oblasti kari\u00e9rov\u00e9ho poradenstv\u00ed, zaji\u0161\u0165ov\u00e1n\u00ed kvality a hodnocen\u00ed.<\/li>\n\n\n\n<li><strong>\u010casov\u00e1 investice:<\/strong> Poradci pot\u0159ebuj\u00ed p\u0159ibli\u017en\u011b 10-20 hodin na sebehodnocen\u00ed, dokumentaci a p\u0159\u00edpravu p\u0159\u00edpadov\u00e9 studie.  <\/li>\n\n\n\n<li><strong>Zapojen\u00ed odborn\u00edk\u016f z praxe: <\/strong>Standard kvality byl vytvo\u0159en d\u00edky siln\u00e9mu zapojen\u00ed odborn\u00edk\u016f z praxe. Poradci ze \u0161kol, slu\u017eeb zam\u011bstnanosti, nevl\u00e1dn\u00edch organizac\u00ed a soukrom\u00e9ho sektoru p\u0159isp\u011bli prost\u0159ednictv\u00edm pr\u016fzkum\u016f, region\u00e1ln\u00edch klub\u016f odborn\u00edk\u016f a workshop\u016f. Jejich ochota sd\u00edlet p\u0159\u00edpady a kriticky reflektovat svou praxi byla kl\u00ed\u010dov\u00e1 pro to, aby byl standard d\u016fv\u011bryhodn\u00fd a pou\u017eiteln\u00fd.  <\/li>\n\n\n\n<li><strong>Znalostn\u00ed b\u00e1ze a srovn\u00e1vac\u00ed anal\u00fdzy: <\/strong>P\u0159\u00edstup k mezin\u00e1rodn\u00edm p\u0159\u00edklad\u016fm (Matrix UK, BeQu Germany, NOLOC Netherlands atd.) a v\u00fdm\u011bna s partnersk\u00fdmi organizacemi v zahrani\u010d\u00ed poskytly konkr\u00e9tn\u00ed modely a srovn\u00e1vac\u00ed poznatky.<\/li>\n\n\n\n<li><strong>Testov\u00e1n\u00ed a smy\u010dky zp\u011btn\u00e9 vazby: <\/strong>Zkou\u0161en\u00ed n\u00e1vrhu krit\u00e9ri\u00ed s odborn\u00edky z praxe, shroma\u017e\u010fov\u00e1n\u00ed zp\u011btn\u00e9 vazby a jej\u00ed zapracov\u00e1n\u00ed do revidovan\u00fdch verz\u00ed zajistilo, \u017ee norma z\u016fstala sp\u00ed\u0161e v\u00fdvojov\u00e1 ne\u017e byrokratick\u00e1. Kultura d\u016fv\u011bry a otev\u0159enosti v\u016f\u010di experiment\u016fm byla nezbytn\u00e1 a norma byla v n\u011bkolika iterac\u00edch zjednodu\u0161ena a upravena. <\/li>\n\n\n\n<li><strong>N\u00e1stroje a dokumentace: <\/strong>K operacionalizaci standardu byly vyvinuty jednoduch\u00e9, u\u017eivatelsky p\u0159\u00edv\u011btiv\u00e9 n\u00e1stroje pro sebehodnocen\u00ed a \u0161ablony p\u0159\u00edpadov\u00fdch studi\u00ed. Ty musely b\u00fdt jasn\u00e9 a p\u0159\u00edstupn\u00e9, aby je odborn\u00edci z praxe mohli re\u00e1ln\u011b vyplnit v r\u00e1mci sv\u00e9 pracovn\u00ed z\u00e1t\u011b\u017ee. Nejinovativn\u011bj\u0161\u00ed byl n\u00e1stroj pro sebehodnocen\u00ed, kter\u00fd se v\u0161ak uk\u00e1zal jako pom\u011brn\u011b slo\u017eit\u00fd a kandid\u00e1ty odradil. Jednodu\u0161\u0161\u00ed p\u0159\u00edstup by mohl b\u00fdt operativn\u011bj\u0161\u00ed a zam\u011b\u0159it se na m\u00e9n\u011b kl\u00ed\u010dov\u00fdch oblast\u00ed, kter\u00e9 ur\u010duj\u00ed kvalitu slu\u017eby (s vyu\u017eit\u00edm principu 80:20), sp\u00ed\u0161e ne\u017e na obs\u00e1hl\u00fd kontroln\u00ed seznam v\u0161ech aspekt\u016f slu\u017eby (16 krit\u00e9ri\u00ed, ka\u017ed\u00e9 s deskriptory 4 \u00farovn\u00ed)   <\/li>\n\n\n\n<li><strong>R\u00e1mec udr\u017eitelnosti: <\/strong>Aby m\u011bla norma dlouhodob\u00fd dopad, prozkoumalo sdru\u017een\u00ed mo\u017enosti mechanism\u016f uzn\u00e1v\u00e1n\u00ed, jako je zna\u010dka kvality, podpo\u0159en\u00e1 pravideln\u00fdm p\u0159ehodnocov\u00e1n\u00edm.
