CEEGAF (Central and Eastern European Guidance Associations Forum) is a regional project funded by Erasmus+. It brings together four countries (Romania, Slovakia, the Czech Republic, and Hungary) to support networking between professional career guidance associations. The full-capacity international event was attended by professionals from Hungary, Slovakia, Romania, and the Czech Republic. Their goal was to share the results found during the analysis of career guidance protocols in their countries.

The primary goal of the professional conference was to compare the career and life-long guidance protocols of the four Central and Eastern European states with the latest Finnish methodological standards. Comparing national procedures is important for the development of the field. It identifies practices that support quality assurance, boosts regional cooperation, allows for the definition of standardized competency frameworks, and optimizes access to services.

The conference was opened by Dr. László Trencsényi, President of the Association. Then, Dr. Tibor Bors Borbély-Pecze, Vice President of the MPT and President of the Career Guidance Section, highlighted the importance of cooperation. Representing CEDEFOP CareersNet, Policy Officer Cynthia Mary Harrison Villalba gave an online presentation. She emphasized the organization’s efforts to develop life-long guidance across all Europe. The leaders of the CEEGAF project described the cooperation’s activities and results so far. Finally, a clear demand was expressed to continue the international cooperation.

In the second half of the conference, project representatives presented their own country’s career guidance protocols compared to the Finnish model. The presentations showed the complex methodology of qualitative research. They presented the identified life-design counselling competencies, which were visualized using Atlas.ti software. Then, they summarized the conclusions drawn from comparing the national and Finnish documents in a table.

The conference ended with a summary reviewing the results. The four examined frameworks show significant variety:

Hungary: The Hungarian document is different from the others in its nature and structure. It is more of a theoretical summary of the competency profile expected from a counsellor. It turned out that while the Finnish protocol gives the counsellor great freedom, the Hungarian documents describe counselling work in a supervisor-subordinate relationship. Quality assurance gets less focus in the Hungarian protocol, but technical knowledge plays a central role, unlike in the Finnish protocol.

Czech Republic: The Czech framework is characterized by a developed professional and diagnostic focus. However, its main emphasis is on practical service delivery and the interaction between the counsellor and the client. The Finnish document is considered more theory-centred than the Czech one.

Slovakia: In Slovakia, there is no unified regulation for counselling competency frameworks and standards. The model uses a strong practice-centred approach. Here, professionals appear not only as counsellors but as service providers or even institutional actors.

Romania: The Romanian document reflects the fragmented professionalization of the profession. The model is practice-centred, very strong in supporting labour market integration, and expects a client-centred attitude from professionals.

The forum functioned not only as a platform for knowledge transfer but also provided networking opportunities. This can make it easier to integrate empirical experiences into practice.

Regular updates on the status of this project can be found on llg.hu. Further useful content is available on our YouTube channel.

The Career Guidance Section of the Hungarian Pedagogical Association (MPT) organized a conference in English on February 12, 2026, as part of the CEEGAF project.
