Cie\u013eom \u0161tandardu je zabezpe\u010di\u0165 konzistentn\u00fa, transparentn\u00fa a rozvojov\u00fa kvalitu slu\u017eieb vo vzdel\u00e1vacom, zamestnaneckom, s\u00fakromnom a neziskovom sektore. Jeho cie\u013eom je podpori\u0165 profesionaliz\u00e1ciu kari\u00e9rov\u00e9ho poradenstva, posilni\u0165 d\u00f4veru klientov a financovate\u013eov a poskytn\u00fa\u0165 poradcom a organiz\u00e1ci\u00e1m n\u00e1stroj na sebahodnotenie, neust\u00e1le zlep\u0161ovanie a uzn\u00e1vanie.  <\/p>\n\n<h3 class=\"wp-block-heading\"><strong>Cie\u013eov\u00e1 skupina:<\/strong><\/h3>\n\n<ul class=\"wp-block-list\">\n<li>kari\u00e9rov\u00ed poradcovia vo v\u0161etk\u00fdch sektoroch (\u0161koly, verejn\u00e9 slu\u017eby zamestnanosti, mimovl\u00e1dne organiz\u00e1cie, s\u00fakromn\u00ed poskytovatelia, \u013eudsk\u00e9 zdroje)<\/li>\n\n\n\n<li>Poskytovatelia kari\u00e9rov\u00e9ho poradenstva (in\u0161tit\u00facie, organiz\u00e1cie, centr\u00e1)<\/li>\n\n\n\n<li>tvorcovia polit\u00edk, ministerstv\u00e1 a sponzori &#8211; nepriamo (cie\u013eom bolo zv\u00fd\u0161i\u0165 d\u00f4veryhodnos\u0165 kari\u00e9rov\u00e9ho poradenstva)<\/li>\n\n\n\n<li>nepriamo: kone\u010dn\u00ed u\u017e\u00edvatelia poradensk\u00fdch slu\u017eieb (\u0161tudenti, uch\u00e1dza\u010di o zamestnanie, zamestnanci, dospel\u00ed v prechodnom obdob\u00ed)<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\"><strong>Trvanie:  <\/strong><\/h3>\n\n<p>Tento proces sa za\u010dal v roku 2016 ako viacro\u010dn\u00e1 participat\u00edvna iniciat\u00edva. Prv\u00e1 f\u00e1za (2016 &#8211; 2018) bola zameran\u00e1 na vypracovanie n\u00e1vrhu normy pre kari\u00e9rov\u00fdch poradcov, druh\u00e1 f\u00e1za (2019 &#8211; 2020) na pilotn\u00e9 testovanie, zber sp\u00e4tnej v\u00e4zby a zdokona\u013eovanie normy. Je koncipovan\u00fd ako dlhodob\u00fd, vyv\u00edjaj\u00faci sa r\u00e1mec s pravideln\u00fdmi rev\u00edziami na z\u00e1klade praxe a hodnotenia. COVID 19 br\u00e1nil prijatiu \u0161tandardu zdola nahor, ktor\u00e9 sa predpokladalo, ale nakoniec bol obsah \u0161tandardu do ve\u013ekej miery prijat\u00fd do n\u00e1rodn\u00e9ho profesijn\u00e9ho \u0161tandardu a hodnotiaceho \u0161tandardu na z\u00edskanie kvalifik\u00e1cie kari\u00e9rov\u00fd poradca (2025).   <\/p>\n\n<h3 class=\"wp-block-heading\"><strong>Popis: V s\u00fa\u010dasnosti sa nach\u00e1dza na \u00fazem\u00ed Slovenskej republiky:  <\/strong><\/h3>\n\n<p>Slovensk\u00fd \u0161tandard kvality vznikol z iniciat\u00edvy Slovensk\u00e9ho zdru\u017eenia pre kari\u00e9rov\u00e9 poradenstvo a rozvoj kari\u00e9ry (ZKPRK) ako reakcia na potrebu vyjadren\u00fa odbornou verejnos\u0165ou. Je zam\u00fd\u0161\u013ean\u00fd ako dobrovo\u013en\u00fd medzisektorov\u00fd r\u00e1mec, nie ako regula\u010dn\u00e1 bari\u00e9ra, ale ako rozvojov\u00fd n\u00e1stroj. <\/p>\n\n<p>\u0160trukt\u00fara normy sa sklad\u00e1 z troch hlavn\u00fdch \u010dast\u00ed:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Vstupn\u00e9 po\u017eiadavky (minim\u00e1lna kvalifik\u00e1cia, \u010fal\u0161ie vzdel\u00e1vanie a praktick\u00e9 sk\u00fasenosti).<\/li>\n\n\n\n<li>Krit\u00e9ri\u00e1 kvality slu\u017eieb (18 krit\u00e9ri\u00ed zoskupen\u00fdch do piatich oblast\u00ed: etick\u00e9 slu\u017eby s jasn\u00fdmi cie\u013emi; slu\u017eby vyu\u017e\u00edvaj\u00face multidisciplin\u00e1rne zdroje; slu\u017eby orientovan\u00e9 na klienta; slu\u017eby prospe\u0161n\u00e9 pre klientov aj spolo\u010dnos\u0165; neust\u00e1le zlep\u0161ovanie). Ka\u017ed\u00e9 krit\u00e9rium m\u00e1 \u0161tyri \u00farovne, od minim\u00e1lneho s\u00faladu a\u017e po pr\u00edkladn\u00fa prax. <\/li>\n\n\n\n<li>Prierezov\u00e9 kompetencie poradcov (nadv\u00e4zovanie efekt\u00edvnych poradensk\u00fdch vz\u0165ahov, identifik\u00e1cia potrieb klienta, uplat\u0148ovanie teoretick\u00fdch poznatkov v praxi, poradensk\u00e9 zru\u010dnosti, sebareflexia).<\/li>\n<\/ul>\n\n<p>Hodnotenie je zalo\u017een\u00e9 na samohodnotiacom n\u00e1stroji, pr\u00edpadov\u00fdch \u0161t\u00fadi\u00e1ch a volite\u013enom mentorstve. Proces je v\u00fdvojov\u00fd: poradcovia a poskytovatelia identifikuj\u00fa svoju s\u00fa\u010dasn\u00fa \u00farove\u0148 a oblasti, v ktor\u00fdch maj\u00fa r\u00e1s\u0165, a nie certifik\u00e1ciu pre\u0161iel\/nepre\u0161iel (ka\u017ed\u00e9 krit\u00e9rium m\u00e1 deskriptory pre 4 \u00farovne dosiahnutia). M\u00f4\u017ee sa zavies\u0165 zna\u010dka kvality, ktor\u00e1 sa ude\u013euje na tri roky s mo\u017enos\u0165ou pred\u013a\u017eenia na p\u00e4\u0165 rokov po prehodnoten\u00ed.  <\/p>\n\n<h3 class=\"wp-block-heading\"><strong>Kroky implement\u00e1cie:<\/strong><\/h3>\n\n<ul class=\"wp-block-list\">\n<li>Za\u010datie a identifik\u00e1cia potrieb (2016): Strategick\u00e9 stretnutie ZKPRK, konzult\u00e1cie s viac ako 25 odborn\u00edkmi z praxe, zainteresovan\u00fdmi stranami, uznanie potreby normy kvality.<\/li>\n\n\n\n<li>Medzin\u00e1rodn\u00e9 porovn\u00e1vanie (2017): Matrix Standard UK, BeQu Germany, NOLOC Netherlands, IBOBB Austria). Partnerstv\u00e1 s organiz\u00e1ciami v \u010ceskej republike, Rak\u00fasku, Holandsku, N\u00f3rsku, Spojenom kr\u00e1\u013eovstve prostredn\u00edctvom projektu Erasmus+. <\/li>\n\n\n\n<li>Participat\u00edvny proces: Vytvorenie pracovnej skupiny, odborn\u00e9 semin\u00e1re, online prieskumy (viac ako 70 poradcov a zainteresovan\u00fdch str\u00e1n), region\u00e1lne kluby odborn\u00edkov, workshopy na Letnej \u0161kole kari\u00e9rov\u00e9ho poradenstva.<\/li>\n\n\n\n<li>Pr\u00edprava a pilotn\u00e9 projekty (2018-2019): Vypracovanie n\u00e1vrhu normy s krit\u00e9riami, ukazovate\u013emi a \u00farov\u0148ami. Pilotn\u00e9 testovanie s odborn\u00edkmi z praxe z r\u00f4znych sektorov, podporovan\u00e9 mentoringom. <\/li>\n\n\n\n<li>Hodnotenie a zdokona\u013eovanie (2020+): Zber sp\u00e4tnej v\u00e4zby, \u00faprava a zavedenie syst\u00e9mu certifik\u00e1cie\/ozna\u010dovania kvality s nez\u00e1visl\u00fdm hodnoten\u00edm.<\/li>\n\n\n\n<li>Transform\u00e1cia na n\u00e1rodn\u00fd profesijn\u00fd \u0161tandard a hodnotiaci \u0161tandard na z\u00edskanie kvalifik\u00e1cie kari\u00e9rov\u00e9ho pracovn\u00edka (2024-2025).<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\"><strong>Nevyhnutn\u00e9 podmienky:<\/strong><\/h3>\n\n<ul class=\"wp-block-list\">\n<li><strong>Vedenie a koordin\u00e1cia: <\/strong>Z\u00e1kladn\u00fd t\u00edm expertov v r\u00e1mci Slovensk\u00e9ho zdru\u017eenia pre kari\u00e9rov\u00e9 poradenstvo a rozvoj kari\u00e9ry (ZKPRK) bol nevyhnutn\u00fd na riadenie procesu, udr\u017eiavanie kontinuity a koordin\u00e1ciu participat\u00edvnej pr\u00e1ce naprie\u010d sektormi. Tento t\u00edm poskytoval metodick\u00e9 usmernenie, organizoval konzult\u00e1cie a vypracoval n\u00e1vrh normy. Po\u010das procesu boli na webovej str\u00e1nke zdru\u017eenia uverejnen\u00e9 aj \u010dl\u00e1nky o r\u00f4znych pr\u00edstupoch k zabezpe\u010dovaniu kvality v r\u00f4znych krajin\u00e1ch, \u010do zv\u00fd\u0161ilo znalosti komunity o tejto problematike.  <\/li>\n\n\n\n<li><strong>Zdroje: <\/strong>Hlavn\u00e1 v\u00fdskumn\u00e1 pr\u00e1ca bola hraden\u00e1 z grantu Erasmus+. Z\u00e1kladn\u00fd t\u00edm 5-10 odborn\u00edkov zo ZKPRK a pridru\u017een\u00fdch in\u0161tit\u00faci\u00ed s odborn\u00fdmi znalos\u0165ami v oblasti kari\u00e9rov\u00e9ho poradenstva, zabezpe\u010dovania kvality a hodnotenia. \u010casov\u00e1 invest\u00edcia: Viacro\u010dn\u00fd proces s pribli\u017ene 200 &#8211; 300 hodinami pr\u00e1ce zamestnancov ro\u010dne vo f\u00e1ze v\u00fdvoja; poradcovia potrebuj\u00fa pribli\u017ene 10 &#8211; 20 hod\u00edn na sebahodnotenie, dokument\u00e1ciu a pr\u00edpravu pr\u00edpadov\u00fdch \u0161t\u00fadi\u00ed. Spolupr\u00e1ca s odborn\u00edkmi so znalos\u0165ou medzin\u00e1rodn\u00fdch r\u00e1mcov kvality (ISO, EFQM), facilit\u00e1cia participat\u00edvnych procesov, mentoring, hodnotenie a odborn\u00e9 znalosti \u0161pecifick\u00e9 pre dan\u00fd sektor.     <\/li>\n\n\n\n<li><strong>Person\u00e1l a odborn\u00e9 znalosti:<\/strong> Z\u00e1kladn\u00fd t\u00edm 5-10 odborn\u00edkov zo ZKPRK a pridru\u017een\u00fdch in\u0161tit\u00faci\u00ed s odborn\u00fdmi znalos\u0165ami v oblasti kari\u00e9rov\u00e9ho poradenstva, zabezpe\u010denia kvality a hodnotenia.<\/li>\n\n\n\n<li><strong>\u010casov\u00e1 invest\u00edcia:<\/strong> Na sebahodnotenie, dokument\u00e1ciu a pr\u00edpravu pr\u00edpadovej \u0161t\u00fadie potrebuj\u00fa poradcovia pribli\u017ene 10-20 hod\u00edn ro\u010dne.  <\/li>\n\n\n\n<li><strong>Zapojenie odborn\u00edkov z praxe: <\/strong>Norma kvality bola vytvoren\u00e1 v\u010faka siln\u00e9mu zapojeniu odborn\u00edkov z praxe. Poradcovia zo \u0161k\u00f4l, slu\u017eieb zamestnanosti, mimovl\u00e1dnych organiz\u00e1ci\u00ed a s\u00fakromn\u00e9ho sektora prispeli prostredn\u00edctvom prieskumov, region\u00e1lnych klubov odborn\u00edkov a semin\u00e1rov. Ich ochota podeli\u0165 sa o pr\u00edpady a kriticky sa zamyslie\u0165 nad svojou praxou bola rozhoduj\u00faca pre d\u00f4veryhodnos\u0165 a uplatnite\u013enos\u0165 normy.  <\/li>\n\n\n\n<li><strong>Znalostn\u00e1 b\u00e1za a referen\u010dn\u00e9 porovn\u00e1vanie: <\/strong>Pr\u00edstup k medzin\u00e1rodn\u00fdm pr\u00edkladom (Matrix UK, BeQu Nemecko, NOLOC Holandsko at\u010f.) a v\u00fdmena s partnersk\u00fdmi organiz\u00e1ciami v zahrani\u010d\u00ed poskytli konkr\u00e9tne modely a porovnate\u013en\u00e9 poznatky.<\/li>\n\n\n\n<li><strong>Testovanie a sp\u00e4tn\u00e1 v\u00e4zba: <\/strong>Sk\u00fa\u0161anie n\u00e1vrhu krit\u00e9ri\u00ed s odborn\u00edkmi z praxe, zhroma\u017e\u010fovanie sp\u00e4tnej v\u00e4zby a jej zapracovanie do revidovan\u00fdch verzi\u00ed zabezpe\u010dilo, \u017ee norma zostala v\u00fdvojov\u00e1, a nie byrokratick\u00e1. Kult\u00fara d\u00f4very a otvorenosti vo\u010di experimentovaniu bola nevyhnutn\u00e1 a norma sa zjednodu\u0161ila a upravila v nieko\u013ek\u00fdch iter\u00e1ci\u00e1ch. <\/li>\n\n\n\n<li><strong>N\u00e1stroje a dokument\u00e1cia: <\/strong>Boli vyvinut\u00e9 jednoduch\u00e9, u\u017e\u00edvate\u013esky pr\u00edvetiv\u00e9 n\u00e1stroje na samohodnotenie a \u0161abl\u00f3ny pr\u00edpadov\u00fdch \u0161t\u00fadi\u00ed, ktor\u00e9 sl\u00fa\u017eia na zavedenie normy do praxe. Tie museli by\u0165 jasn\u00e9 a pr\u00edstupn\u00e9, aby ich odborn\u00edci z praxe mohli re\u00e1lne vyplni\u0165 v r\u00e1mci svojej pracovnej z\u00e1\u0165a\u017ee. Najinovat\u00edvnej\u0161\u00ed bol n\u00e1stroj na sebahodnotenie, ktor\u00fd sa v\u0161ak uk\u00e1zal ako pomerne zlo\u017eit\u00fd a odradil uch\u00e1dza\u010dov. Jednoduch\u0161\u00ed pr\u00edstup by mohol by\u0165 operat\u00edvnej\u0161\u00ed, zameran\u00fd na menej k\u013e\u00fa\u010dov\u00fdch oblast\u00ed, ktor\u00e9 ur\u010duj\u00fa kvalitu slu\u017eby (s vyu\u017eit\u00edm princ\u00edpu 80:20), a nie na komplexn\u00fd kontroln\u00fd zoznam v\u0161etk\u00fdch aspektov slu\u017eby (16 krit\u00e9ri\u00ed, ka\u017ed\u00e9 s deskriptormi 4 \u00farovn\u00ed)   <\/li>\n\n\n\n<li><strong>R\u00e1mec udr\u017eate\u013enosti: <\/strong>Aby mala norma dlhodob\u00fd vplyv, zdru\u017eenie presk\u00famalo mo\u017enosti mechanizmov uzn\u00e1vania, ako je napr\u00edklad zna\u010dka kvality, podporovan\u00e1 pravideln\u00fdm prehodnocovan\u00edm.
